CONSTITUTION OF APSU HOPSA
ARTICLE 1 - NAME
The name of the association shall be APSU-HOPSA, hereinafter referred to as the "association."
ARTICLE 2 - MEMBERS
Membership shall be open to past students of both St. Augustine’s College and Holy Child School, Cape Coast, pursuing an academic program in an accredited tertiary institution.
ARTICLE 3 - AIMS AND OBJECTIVES
a) Promote understanding, togetherness, mutual assistance, cooperation, and solidarity among members.
b) Organize and sponsor symposia, seminars, workshops, and talks to educate members and raise awareness.
c) Advance the general welfare of association members.
d) Maintain the highest integrity and uphold the image of both colleges.
e) Act as a liaison between members and their respective mother unions, APSU and HOPSA.
ARTICLE 4 - RESPONSIBILITIES OF MEMBERSHIP
A member in good standing shall:
a) Regularly and punctually attend meetings and activities.
b) Pay dues and levies as prescribed by the association.
c) Refrain from conduct that tarnishes the association's image.
d) Assist in furthering the association's objectives.
ARTICLE 5 - OFFICERS
The Executive Committee shall include:
- President
- Vice President
- Secretary
- Assistant Secretary
- Organizing Secretaries (One from each college)
- Treasurer
- Publicity Officer (PRO)
- Hall Representatives
ARTICLE 6 - FUNCTIONS OF OFFICERS
A. President
- Preside over all meetings.
- Appoint committees for urgent matters.
- Oversee the association’s operations.
- Act as co-signatory to bank accounts.
B. Vice President
- Assist the President and act in their absence.
- Perform functions as authorized by the Executive Committee.
C. Secretary
- Convene and keep records of meetings.
- Maintain a register of attendees.
D. Assistant Secretary
- Assist the Secretary and act in their absence.
E. Organizing Secretaries
- Arrange venues and programs.
- Organize trips and events.
F. Treasurer
- Collect and manage association funds.
- Keep and audit financial records.
G. Public Relations Officer (PRO)
- Disseminate information to members.
- Work with organizing secretaries and hall representatives.
H. Hall Representatives
- Serve as spokespeople for their respective halls.
ARTICLE 7 - ELECTION OF OFFICERS
a) Elections shall occur in the second semester of every academic year.
b) Postponements, if necessary, shall not exceed seven days.
c) Candidates must be nominated and seconded by members.
d) Officers serve one academic year and may not exceed two consecutive terms.
ARTICLE 8 - RESIGNATION AND REMOVAL OF OFFICERS
a) Officers wishing to resign must submit a written notice.
b) An officer may be removed for abuse of office, inefficiency, or misappropriation of funds.
c) Removal requires a two-thirds majority vote at a meeting.
ARTICLE 9 - BYE-ELECTIONS
Vacant offices shall be filled within 14 days through a bye-election.
ARTICLE 10 - FUNDS
a) Funds shall be raised through dues, events, and other permissible activities.
b) Special levies may be imposed when necessary.
c) Bank account signatories include the President, Secretary, and Treasurer.
ARTICLE 11 - MEETINGS
a) General meetings shall occur at least twice per semester.
b) Emergency meetings require two days' notice.
c) A quorum requires the President/Vice President, Secretary/Assistant Secretary, and ten members.
ARTICLE 12 - EXECUTIVE MEETINGS
a) A quorum for executive meetings includes four members, including the President or Vice President and Secretary or Assistant Secretary.
b) Meetings are convened by the President or Secretary.
ARTICLE 13 - WELFARE
a) Donations shall be made for bereavements affecting members.
b) The association may organize events, symposia, and recreational activities.
ARTICLE 14 - AMENDMENT OF THE CONSTITUTION
Amendments require a two-thirds majority vote at a meeting specifically convened for that purpose.
ARTICLE 15 - PROMULGATION
This Constitution is amended on this day ………………… and remains binding until further amendment.
